The last version of Internet Explorer available for Windows 2000 (no longer supported by Microsoft Update) has a problem with scrolling the display for this site. It appears that no other browser is having similar scrolling problems.

The “solution” is to click in the frame that should be scrolling and drag in the direction of the required scroll. The text on the page will be highlight as if selected, but you will, indeed, be able to see all of the available web page. Clicking in the page will unselect the text and return it to the normal view.
